abstract | The present invention provides (A) a base coating composition containing a water-dispersible copolymer having a hydroxyl value of 5 to 200 mg KOH / g as a binder component; (B) a crosslinking agent comprising a compound having two or more isocyanate groups in one molecule such that the isocyanate groups are contained in the range of 0.2 to 3.0 moles per one mole of hydroxyl groups contained in the base coating composition (A); And (C) an organosilicate of formula (1) contained within the range of 0.1 to 50 parts by weight per 100 parts by weight of the total amount of the resin solids content of the base paint composition (A) and the solids content of the crosslinking agent (B).
