abstract The present invention discloses a cell balancing apparatus and method for equalizing charges of at least one secondary battery using a thermoelectric element. A cell balancing device according to an embodiment of the present invention is a device for equalizing charges of at least one secondary battery in a battery module including a plurality of secondary batteries, and is connected to both ends of the secondary battery to receive power from the secondary battery a first balancing circuit configured to receive the power supply and convert the supplied power into thermal energy to be discharged; a thermoelectric module comprising one or more thermoelectric elements, the thermoelectric module configured to generate electric power using thermal energy emitted by the first balancing circuit; a second balancing circuit configured to supply power generated by the thermoelectric module to at least one secondary battery; a low-voltage charging line configured to connect both ends of the thermoelectric module and the second balancing circuit to supply power generated by the thermoelectric module to the second balancing circuit; and calculating the state of charge of the plurality of secondary batteries, determining a secondary battery to be discharged and a secondary battery to be charged based on the calculated state of charge, and the first balancing circuit connected to the secondary battery to be discharged and the secondary to be charged and a controller configured to control the second balancing circuit connected to a battery to perform balancing of the secondary battery to be discharged and the secondary battery to be charged.
