abstract In order to provide a new magnesium circulation type hydrogen generation system capable of suppressing the energy required for generation of a raw material for generating a hydrogen generating material while suppressing a decrease in the amount of hydrogen generated, the magnesium circulation type hydrogen generation system of the present invention is provided. The hydrogen generating system is a solution after reacting with a hydrogen generating material containing a hydrogen-containing magnesium compound that generates hydrogen by reaction with a solution, wherein one or more oxygen-containing magnesium compounds containing oxygen produced by the reaction from the post-reaction solution are produced. A by-product acquisition unit for obtaining by-products by separating the by-products comprising: a raw material generating unit for generating a raw material containing magnesium halide by reacting the by-product with a halogen and a halogen-containing material containing atoms other than halogen; A hydrogen generating material generating unit for generating a hydrogen generating material by reducing a raw material with a plasma comprising: a hydrogen generating unit for generating hydrogen by reacting the hydrogen generating material with a solution.
