abstract The present invention relates to a cosmetic composition for forming a fine foam having an increased skin permeability of an active ingredient. The cosmetic composition of the present invention comprises a water-soluble component and a soluble image component, wherein the water-soluble component comprises a solvent, a polyol, an active ingredient and a metal sequestering agent, and the soluble image ingredient comprises a nonionic surfactant, ethanol and an antiseptic agent . The cosmetic composition is stored in a non-aerosol-type bubble-forming container, and when it is discharged into an opening, microbubbles are generated, skin irritation is small, and the penetration and absorption of the active ingredient into the skin are excellent.
