FIELD OF THE INVENTION The present invention relates generally to methods of forming various fuel cell components with improved lifespan, lower production costs, and improved process performance, and to the production of fuel cells. The present invention is generally directed to treating or conditioning a substrate surface by depositing a layer or layers of materials having good adhesion to the substrate, low electrical resistance (high conductivity) and good resistance to chemical attack during operation of the fuel cell.
