Apparatus and processes are used to make ready-to-apply tapes from gray fabric. The tape can be used as a framework for reinforcement of cap plies, breakers, and tires. The tape is made by immersing a fiber compact fabric comprising a plurality of single end cords in cement of a solvent base. Cement comprising solvent and elastomeric components is dried to evaporate most of the solvent.
