Disclosed are polyurethane flame-retardant resins that do not contain halogen and are well balanced with wear resistance and other room temperature mechanical properties. This flame retardant resin comprises a polyurethane thermoplastic elastomer, a phosphorus flame retardant and an optional flame retardant. In one embodiment of the present invention, the phosphorus flame retardant is ammonium polyphosphate having a repeating unit of 1,000 or more.
