abstract For example, a metal oxide film having a responsiveness to electromagnetic waves having a longer wavelength than ultraviolet rays such as visible light is obtained. Metal powders such as titanium (Ti), zinc (Zn), tungsten (W), tin (Sn), and zirconium (Zr) may be used as compressed air on the surface of the workpiece to be made of metal, ceramic, or a mixture thereof. By applying a high speed spray, a stable metal oxide film such as TiO 2 , ZnO, WO 3 , SnO 2 , ZrO 2, etc., in which metal powder is dissolved and adhered to the surface of a workpiece, is moved from the surface toward the inside. It is a metal oxide film having an oxygen deficiency oblique structure in which the amount of oxygen bound together is insufficient.
