abstract A fibrous web is disclosed that comprises a first region of fibers treated with a surfactant and a second region of fibers exposed to a corona field. At least one of the first region and the second region never constitutes the whole of the fibrous web. The fibers constituting the second region also form part of the fibers of the first region. The first region and the second region may comprise essentially the same portion of the fibrous web unless both regions comprise the entire fibrous web. Both the first region and the second region may never form all of the fibrous web. The fibrous web may consist of fibers that are at least partially oriented in one direction. Either of the first region and the second region may comprise the entirety of the fibrous web. That is, the entire fibrous web can be treated with a surfactant or exposed to the corona field.
