abstract A standardized, stable and adjustable modular caisson system 30 is provided to construct an environmentally safe universal fire protection system for a wide variety of point conditions and depths. The modular caisson system includes five standardized shapes and proportions of modular caissons, each of which has a bulk storage capacity and is designed to perform one or more specific functions in the entire blast system. The modular caisson 30 can be assembled in enlarged and reduced dimensions and other combinations as appropriate to build a number of different shaped breakwater systems. A separate modular caisson can be manufactured in a facility, such as a shipyard on land, and then towed to the point where a breakwater system is needed. Due to the modular nature of the breakwater system, the modular caisson can be easily removed and removed at the end of its service life, thus allowing for near restoration to a pre-construction state.
