The present invention has a steel sheet, a Zn-based alloy plating layer formed on at least one surface of the steel sheet, and a coating film containing a rust preventive agent and a binder resin formed on the Zn-based alloy plating layer. The concentration of the rust inhibitor in the coating film at a position 10 nm away from the interface between the layer and the coating film is 1.5 to 5.0 times the average concentration of the rust inhibitor in the coating film.
