abstract The present disclosure provides an arousal induction device and an arousal induction system that can appropriately induce arousal according to each individual. The awakening induction device (100) includes a heat dissipation amount acquisition unit (110) that acquires a user's heat dissipation amount from the heat dissipation amount sensor (210), and a user's heat dissipation amount lower than the first heat dissipation amount and the first heat dissipation amount. A control unit (120) that controls the air conditioner (220) so as to repeatedly change between the two heat dissipation amounts. The control unit (120) increases the user's heat dissipation amount from the second heat dissipation amount to the first heat dissipation amount based on the user's heat dissipation amount acquired by the heat dissipation amount acquisition unit (110), or increases the user's heat dissipation amount. The first time to be maintained at one heat dissipation amount is set to be longer than the second time to lower the user heat dissipation amount from the first heat dissipation amount to the second heat dissipation amount, or to maintain the user heat dissipation amount at the second heat dissipation amount. By controlling the air conditioner (220), the heat radiation amount of the user is repeatedly changed.
