A first problem is to provide a conductive film that can be said to be flexible in that the electrical resistance does not change greatly due to bending such as in a bending test, and at least one of a metal organic compound, a metal, and a metal oxide is formed on a substrate. A coating solution or dispersion liquid is applied to a base material, and the coating film is treated by at least one of a heating step at a temperature at which the base material does not deteriorate and an irradiation step of irradiating ultraviolet rays, microwaves, or plasma.
