An optical element comprising: a transparent electrolyte layer 110; a pair of solid electrochromic layers that sandwich the transparent electrolyte layer 110; and a pair of transparent conductive films 140 that sandwich a pair of solid electrochromic layers. The pair of solid electrochromic layers includes a reduction coloring solid electrochromic layer 120 and an oxidation coloring solid electrochromic layer 130 in a pair, and in a plane perpendicular to the thickness direction of the transparent electrolyte layer 110. An optical element 100 having an apodization characteristic in which the transmittance gradually increases from the outer periphery toward the center.
