Is a graphene that may be substituted with a heteroatom, or a thermoelectric conversion layer including a graphene laminate in which a plurality of graphenes are stacked, and another region in at least a part of the plane direction disposed on the thermoelectric conversion layer A second substrate that has a high thermal conductivity portion that has a higher thermal conductivity than the first substrate and whose high thermal conductivity portion does not completely overlap with the high thermal conductivity portion of the first substrate in the plane direction, and a thermoelectric conversion layer in the plane direction. It has a pair of electrodes connected to the thermoelectric conversion layer so as to be sandwiched.
