The average power spectrum calculation unit 2 ′ calculates an average power spectrum for each of the plurality of electron density beam direction images. The inclination calculation unit 3A calculates the inclination of the average power spectrum obtained from the beam direction images having a plurality of electron densities. The beam direction determination unit 3B determines the beam direction of the particle beam based on the inclination.
