PROBLEM TO BE SOLVED: To provide a novel water for emulsifying oil, a method for producing water for emulsifying oil, a method and an apparatus for emulsifying water and oil. The water used to emulsify the oil according to the present invention comprises a combination of a hydrogenated metal hydride combined with negative hydrogen ions (H − ) and a hydroxide, and hydrogen into negative hydrogen ions ( H -) first type of metal hydride and hydrogen negative hydrogen ion (H joined by shaped -) a second type of combination of a metal hydride which is coupled in the form of hydrogen negative hydrogen ions (H -) of the bonded metal hydride and hydride in shape combinations, the combination of hydrogenation metals and minerals, hydrogen negative hydrogen ions (H -) of the metal hydride and hydrogen gas coupled with like A combination, or a combination of metal and metal hydride in which hydrogen is bonded in the form of negative hydrogen ions (H − ).
