abstract | The present invention provides a solubilized composition in which a carboxy-modified silicone is solubilized in a large amount and stably. (A) One selected from polyoxyethylene alkyl ether type nonionic surfactants represented by the following general formula (I) or (II), and having a weighted average HLB value of 10 to 15 or 2 or more kinds of nonionic surfactants, (b) carboxy-modified silicone, and (c) water, and the amount of (b) carboxy-modified silicone is the weight of (a) nonionic surfactant.
