abstract PROBLEM TO BE SOLVED: To provide an actuator using an artificial muscle in which deformation of an elastically deformable member is not limited by an electrode and in addition, wrinkles and cracks are hardly formed on a film forming the electrode at the time of deformation. SOLUTION: Stress control is performed in which a surface treatment is performed on the interface between a movable electrode 3 and an elastic deformation member 4 to reduce frictional resistance and improve slipping, and a part of the elastic deformation member 4 is partially reduced in thickness. The parts 4a and 4a are formed. By the surface treatment, the deformation of the elastic deformation member is not limited by the electrode. Further, at the time of deformation, the elastic deformation member 4 starts to deform from the location of the stress control portions 4a and 4a, and as a result, it becomes possible to make it difficult to form wrinkles and cracks on the film 6 forming the movable electrode 3.
