abstract An object of the present invention is to provide a ceramic multilayer substrate capable of suppressing peeling and disconnection of an internal conductor in a state where the internal conductor is disposed between a ceramic layer serving as a base and a ceramic layer for suppressing shrinkage. Formed between the first ceramic layer 11, the second ceramic layer 12 laminated so as to be in contact with the main surface of the first ceramic layer 11, and the first ceramic layer 11 and the second ceramic layer 12. In the ceramic multilayer substrate including the inner conductor 13, the phosphorus component layer 16a is formed in the first ceramic layer 11 with a concentration gradient that becomes lower as the distance from the inner conductor 13 increases.
