In the present invention, (1) the transition metal content is less than 0.05% by mass, the average diameter is 20 to 1000 nm, the average aspect ratio is 10 or more, and the crystal lattice spacing measured by X-ray diffraction (d 002 ) Is an ultrafine carbon fiber having a size of 0.36 nm or less, and (2) a sea-island composite fiber having a water-soluble resin as a sea component and an insoluble water-insoluble resin as an island component. In this method, the water-soluble resin is removed by water extraction, and then the carbonaceous material made of the water-insoluble resin is infusibilized in an atmosphere containing an oxidizing gas and then carbonized.
