Provided are a transparent conductive substrate for solar cells, which has a high haze ratio, has little variation in haze ratio when viewed as a whole substrate, and is excellent in light transmittance, and a method for producing the same. A TiO 2 layer, a SiO 2 layer and a SnO 2 layer are formed in this order from the substrate side on the substrate, the layer thickness of the SnO 2 film is 0.5 to 0.9 μm, and the C light source haze ratio 20 to 60% of the transparent conductive substrate for solar cells. |
