abstract [PROBLEMS] To provide a method and an apparatus capable of efficiently crushing and drying fine powder particles having a low water content so that discarded bread can be used as a livestock blended feed. A waste pan A is supplied into a primary drying passage 1 having a rotary crushing blade 2b and a hot air jet nozzle 3a having a jet outlet directed in the delivery direction inside, and the front end surface of the rotary crushing blade 2b and the primary drying passage. The waste pan A is crushed so as to be crushed by the inner bottom surface of 1, and the moisture in the waste pan A is evaporated and removed by the heated primary drying passage 1 and hot air from the spray nozzle 3a. Then, it is supplied into the secondary drying passage 4 through the mesh body 7 a while being finely pulverized, and further dried in the secondary drying passage 4.
