Provided are a method for modifying the surface of a difficult-to-adhesive substrate that facilitates adhesion, printing, painting, etc., a surface-modified difficult-to-adhesive substrate, and a surface-modifying device for a difficult-to-adhesive substrate. In providing a method for modifying the surface of a difficult-to-adhesive substrate, a surface-modified hardly-adhesive substrate and a surface-modifying device for a difficult-to-adhesive substrate, a silane compound containing a silane atom, a titanium atom or an aluminum atom is used. And a storage part for storing a fuel gas containing a silane compound having a boiling point of 10 to 100° C., a transfer part for transferring the fuel gas to the injection part, and a flame for blowing the fuel gas. A surface reforming device including an injection unit is prepared, and a silica oxidation flame or the like is sprayed onto the surface of the hardly-adhesive substrate in whole or in part. |
