abstract PURPOSE:To obtain the title cosmetic having soft touch to the skin, light spread and extension, good feeling in use and excellently making-up effects, by dispersing a silicone gel composition consisting of a specific silicone polymer and a low-viscosity silicone oil and cosmetic powder into an oil base. CONSTITUTION:A silicone gel composition consisting of (A) a silicone polymer (preferably one having the ratio of R2SiO unit and RSiO1.5 of 1:1-30:1) which is insoluble in benzene, can contain the same amount of benzene as that of the polymer and three-dimensional network structure and (B) a low-viscosity silicone oil and cosmetic powder are dispersed into an oily base containing a semi-solid oil or a liquid oil and a solid oil and/or an oily gelatinizing agent (the blending ratio of the solid oil and the oily gelatinizing agent is preferably 5-40wt.% based on the oily base). The blending ratio of the silicone gel composition to the oily base is preferably 55/45-65/35.
