abstract PURPOSE:To advantageously obtain the titled compound useful as an intermediate for herbicides, by reacting a specific phosphorus based compound with CO and H2 in the presence of a group VIII metal-containing catalyst except Rh. CONSTITUTION:A compound expressed by formula I [R<1> is lower alkyl; R<2> is H, lower alkyl, halo-lower alkyl or (substituted)phenyl] (e.g. 2-chloroethyl vinylphosphinate) is reacted with carbon monoxide and hydrogen in the presence of a group VIII metal-containing catalyst (preferably cobalt carbonyl compound) except rhodium, preferably at 40-200 deg.C temperature under 10-250kg/cm<2>G pressure to afford the aimed compound expressed by formula II.
