PURPOSE: To obtain a developer showing superior characteristics such as developing power, development stability and processing power to the titled printing plate having a photosensitive o-quinone diazide layer by adding a specified water- soluble org. boron compound to an aqueous alkali silicate soln. n CONSTITUTION: An org. boron compound represented by the formula [where each of R 1 and R 3 is H or CH 3 ; each of R 2 and R 4 is H, COR 5 or CONHR 6 (each of R 5 and R 6 is alkyl, aryl, alkenyl or alkynyl); and each of l and m is 1W100] is used.
