NEW MATERIAL:A compound shown by the formula I [Rf is 3W20C polyfluoroalkyl which may contain O, etc.; Z is group shown by the formula II, formula III(R 1 is 1W12C alkyl, etc.), etc.; Q is -(CH 2 ) l , group shown by the formula IV, etc. (l is 1W6), etc.; Q 1 and Q 2 are (CH 2 ) r , (CH 2 ) s (r and s are 1W3); M 1 and M 2 are H, inorganic or organic cation]. n USE: A surface active agent. Having more improved ability to lower surface tension, foaming properties, hard water resistance, water-solubility in a strongly acidic range, etc. than well-known fluorine-containing betaine type amphoteric surface active agent. n PROCESS: A fluorine-containing amine shown by the formula V is reacted with one or more carboxylating agents selected from a compound shown by the formula VI (X is Cl, Br, or I; t is 1W3), acrylic acid and 3W4C alkanolactone, to give a compound shown by the formula I .
