Having more improved ability to lower surface tension, foaming properties, hard water resistance, water-solubility in a strongly acidic range, etc. than well-known fluorine-containing betaine type amphoteric surface active agent. n PROCESS: A fluorine-containing amine shown by the formula V is reacted with one or more carboxylating agents selected from a compound shown by the formula VI (X is Cl, Br, or I; t is 1W3), acrylic acid and 3W4C alkanolactone, to give a compound shown by the formula I .
