abstract PURPOSE:A good-quality cosmetic that contains a cosmetic powder or pigment treated with a fluorine resin on the surface, thus having improved adhesion to skin and trasparentization caused by being wetted, causing no peeling off of applied cosmetic and no irritation to skins. CONSTITUTION:A cosmetic mainly consisting of a powder and/or a pigment is treated with a fluorine resin such as polytetrafluoroethylene or polychlorotrifluoroethylene, preferably mechanochemically treated by mixing and grounding the fluorine resin, and the resultant powder cosmetic and/or a pigment, preferably an inorganic powder, are used to produce the objective cosmetic. The content of the surface-treated cosmetic or colorant is preferably 20-100wt% based on the resultant cosmetic. EFFECT:Even when it comes into contact with water or secretions, the color of the ground skin is not developed and blackening and color uneveness do not develop. Further, the touch is smooth and the color observed by eyes does not alter even when it is applied to skin.
