PURPOSE:A hair-treating agent that is composed of a pretreating agent containing specific amounts of a bisulfite salt, urea, a specific amine and a water- soluble neutral salt respectively and of a major treating agent containing a specific crosslinking compound, a specific surface active agent, the above amine and neutral salt by specific amounts respectively. CONSTITUTION:The objective hair-treating agent is composed of (A) a pretreating agent containing 0.5-2wt% bisulfite or sulfite salt, 1-10wt% urea, 1-10wt% di- - trialkanolamine and 1-3wt% water-soluble neutral salt and of (B) a major treating agent containing 0.5-2.0wt% crosslinking cimpound having a nitrogen-containing heterocyclic ring substituted with 2 or more halogen atoms. Preferably in the meta-positions, preferably a six-membered ring such as pyridine ring, 0.5-2.0wt% nonionic surface active agent, 1-5wt% di- - trialkanolamine and 1-3wt% water-soluble neutral salt. The resultant agent can stably form permanent wave or straight form on hairs without any damage to hairs. |
