abstract [PROBLEMS] To provide a paste-type nickel electrode for an alkaline secondary battery and a positive electrode active material capable of improving nickel hydroxide utilization and battery capacity of an alkaline secondary battery. SOLUTION: A positive electrode active material composed of nickel hydroxide particles coated with β-cobalt hydroxide is used as a raw material, and is used in an atmosphere substantially free of oxygen. The mixture is heated at a temperature of 0 ° C. to convert the cobalt hydroxide into cobalt oxide, thereby producing a positive electrode active material comprising nickel hydroxide particles coated with cobalt oxide.
