abstract (57) [Problem] The present invention provides a method for inhibiting the function of another functional agent, for example, an antibacterial agent, a fungicide, a deodorant, a water repellent, etc. An object of the present invention is to provide an excellent flameproofing agent which can exhibit excellent flameproofing performance and does not pollute processing equipment. The flameproofing agent of the present invention contains an alicyclic halogen compound, a dispersant represented by the following general formula [1], and an exhaustion improver represented by the following general formula [2]. It is assumed that. H (AO) m OR ... [ 1] H (AO) n OQ ... [2] wherein, R represents a phenyl, biphenyl, aryl phenyl, alkoxyphenyl, a phenoxyphenyl, phenol and alkyl halide, AO is Alkylene oxide, Q is a halogen substituent of R, and m and n each represent an integer of 1 to 30.
