SOLUTION: The coating composition for precoat comprises, based on the solid content of the coating composition, (A) 35 to 94% by volume of a vehicle resin comprising a thermosetting resin and a crosslinking agent, and (B) at least one of the following rust preventives: 5 to 40% by volume of pigment and (B-1) carbonate of Ca or Mg, (B-2) Al or Ba sulfate, (B-3) Al, Zn, W, Ca or Ba Silicate, (B-4) acetate of Al, Zn, Ni, W, Mg or Cs, (B-5) Al, Mg or Ca phosphate, (B-6) Al or Zn molybdate, (B-7) Al, Zn or Pb phosphomolybdate, (B-8) Al , Zn, Pb or P vanadate, (B-9) A l, Zn, Ni, W, V, Si, Mg, Ca, Zr or Ti oxide; And (B-10) zinc phosphite, and (C) 1 to 40% by volume of a conductive material composed of spherical stainless steel powder and iron alloy powder.
