abstract (57) [Problem] To provide a membrane separation apparatus and a membrane separation method that can easily perform proper operation because a proper permeate flow rate can be set at each stage with a simple apparatus configuration. SOLUTION: In a membrane separation device in which a reverse osmosis membrane element or a reverse osmosis membrane module M11 to M21 is connected in a plurality of stages, a flow path is formed in a permeated liquid flow path of the reverse osmosis membrane element or the reverse osmosis membrane module M11, M12. It is characterized in that a throttle portion V1 is provided to enable boosting on the upstream side.
