And a power source 6 for applying a voltage between the internal electrode 3 and the metal container 4 to perform a dielectric barrier discharge. The above-mentioned problem is solved by decomposing a liquid of an organic compound or a liquid containing an organic compound, which is filled with the excimer light emitted from the excimer light emitting section 2. |
