abstract (57) [Problem] It is not necessary to perform heat treatment at a high temperature in order to improve film hardness and scratch resistance, and it can be formed on the surface of a base material such as a plastic having low heat resistance, and can be cured. Provided is a film having a sufficient hardness without adjusting the amount of a catalyst to be added and having good stability of a coating material. SOLUTION: A metal hydroxide, a metal oxide gel or a metal oxide obtained by hydrolyzing one or more metal compounds selected from the group consisting of a metal alkoxide, a metal salt and a metal organic hydrochloric acid as a raw material. An organic-inorganic composite film was formed from the product and an organic polymer having a functional group of butyral group, hydroxyl group or acetyl group.
