A method for providing an access point in a video data stream and an apparatus for performing the method are provided. A first delay element (τ1) for delaying the inter-coded video data by a certain value, and a decoder (D1) for decoding at least one intra-coded frame and the inter-coded frame. A buffer (MEMO) for temporarily storing decoded frames, an encoder (K2) for coding temporarily stored frames using intra-frame coding, and inter-frame coding. A second delay element (τ2) for delaying the frame. |
