A photocatalyst comprising a porous inorganic oxide carrying one or more elements selected from the group consisting of silver and a silver compound and / or 15% by weight or less of a compound (in terms of a metal element) is used as a porous polymer. Is a photocatalyst for removing nitrogen oxides substantially uniformly dispersed in nitrogen, and reduces nitrogen oxides to nitrogen by light irradiation.
