abstract [PROBLEMS] To provide an electrolysis method for electrolyzing seawater to generate oxygen and hydrogen with high efficiency without generating chlorine. SOLUTION: A cation exchange membrane 1 is used as an electrolyte, and one or both of an oxide of W and an oxide of Mo is contained on one surface thereof in a total amount of 0.2 to 20 mol%. An anode 2 is formed by adhering a conductive coating of a mixed oxide occupied substantially by an oxide of Mn on a substrate surface of a conductive material having a large number of holes by an anodic deposition method, Using an electrolysis apparatus in which a metal plate for a cathode having a large number of holes is closely attached to the other surface to form a cathode 3, an aqueous solution containing chlorine ions as an electrolytic solution is introduced into one end of the cathode chamber 7 for electrolysis. After separating the hydrogen gas from the liquid extracted from the other end of the cathode chamber 7, the liquid is sent to the anode chamber 6 for further electrolysis, and hydrogen is generated at the cathode 3 and chlorine is generated at the anode 2 without generating chlorine.
