abstract | (57) [Abstract] [Problem] To provide stable rust at an early stage without generating floating rust such as red rust or flowing rust on the surface of weather-resistant steel or ordinary steel or the surface of its rust layer even in a highly corrosive environment. Provided is a rust-stabilized surface-treated steel material having a function of accelerating the formation of weather-resistant stable rust, which does not impair the appearance of the rust-forming rust formed during and after the stable rust formation process.
