To provide. SOLUTION: An inflow surface 5 provided with a plurality of inlets 7 into which a substance 9 flows, and a plurality of outlets 8 from which the substance 9 flows out. A light-transmitting porous body 2 having an outflow surface 6 provided with a plurality of holes 3 connecting an inflow port 7 and an outflow port 8, and having light incident thereon while intersecting in the direction in which the holes 3 extend. The photocatalyst 4 is provided on the inflow surface 5, the outflow surface 6, and the inner wall surface of the hole 3, and is activated when irradiated with light.
