abstract (57) [Summary] [Problem] Even when applied to a transmissive or reflective liquid crystal display device, a decrease in visibility due to a decrease in contrast and brightness in the front direction, and a blurring or blurring of an image due to interference of display light. An object is to obtain a light diffusion plate or an optical element which is unlikely to be generated, and a liquid crystal display device using the same, which is excellent in display performance such as viewing angle and visibility. SOLUTION: A minute region (a) having a different birefringence characteristic in a thickness direction is composed of a birefringent film (11) in which dispersion is distributed, and the minute region and another portion (b) in the birefringent film are different from each other. refractive index difference △ n 1, △ 0.03 or more in the thickness direction of the n 2 is the film a (△ n 1), and 80% or less of the △ n 1 in the plane direction of the film (△ n 2 ) a light diffusing plate (1), and an optical element and a liquid crystal display device using the same. [Effect] It is possible to obtain a light diffusing plate which suppresses diffusion for vertically incident light and exhibits large diffusivity for obliquely incident light, and which can selectively and predominantly diffuse obliquely incident light.
