The purpose is to provide. SOLUTION: A column row filled with granular calcium carbonate is connected by a flow path, a fluorine-containing solution is passed through the column row, and the particulate calcium carbonate is converted into particulate calcium fluoride to recover fluorine. The apparatus is characterized in that by providing a conversion rate monitor in each column of the column row, it is possible to treat a fluorine-containing solution which is supplied irregularly.
