abstract (57) [Problem] To provide a method and an apparatus for efficiently removing a hard film formed on an inner wall of a pipe. SOLUTION: A nozzle header 23 is inserted into a steam pipe base material 14 from which a steam oxidation scale 15 is to be removed. The nozzle header 23 is formed with a high-pressure water supply channel 8a and a high-pressure water supply channel 8b for guiding the high-pressure hot water 10 and the high-pressure chilled water 2, and the high-pressure hot water nozzle 11, the high-pressure chilled water nozzle 1 Is arranged. When the high-pressure hot water 10 is overheated and is injected into the surrounding water 4, it becomes an underwater water jet 12 with bumping and collides with the steam oxidation scale 15 to be crushed. When the high-pressure cold water 2 is injected into the surrounding water 4, the water becomes a submerged water jet 5 with cavitation bubbles to form a steam oxidation scale 15. And crush by collapse of cavitation bubbles.
