abstract PROBLEM TO BE SOLVED: To significantly reduce frictional force with a photoreceptor, thereby preventing initial turning of a blade, leaving no memory on the photoreceptor surface, and further using an electrophotographic apparatus using a contact charging method. The present invention also provides a cleaning blade capable of obtaining a good image over a long period of time, a process cartridge having the cleaning blade, and an electrophotographic apparatus. SOLUTION: In a cleaning blade comprising a rubber elastic blade, a cleaning blade having a surface layer containing a resin containing a silicon atom at least at a tip of the rubber elastic blade, a process cartridge having the cleaning blade, and an electrophotographic apparatus.
