The apparatus includes at least a binder resin and the toner particles containing a colorant, the electrophotographic developer comprising the metal oxide fine particles added to the toner particles, fine metal oxide particles composition formula Si x A y O (4x + yz) / 2 (where A represents a metal element and z represents the valence of A), x / y is 1 to 25, and the metal oxide fine particles are hydrophobic. An electrophotographic developer, which has been subjected to a hydrophobic treatment to a degree of conversion of 30% or more, and has a work function difference of 0.5 or less between the metal oxide fine particles before and after the treatment.
