SOLUTION: In a method for producing chloroethylene carbonate by reacting ethylene carbonate with a chlorinating agent in the presence of an initiator, as a chlorinating agent, thionyl chloride, sulfuryl chloride, phosgene, N-chlorosuccinimide, iodobenzene dichloride is used. A method for producing chloroethylene carbonate, comprising using a compound selected from chloroacetamide, 2-chloroacetamide and metal chloride.
