abstract (57) [Problem] To form a photocatalytic film exhibiting hydrophilicity on the surface of an existing substrate or a substrate made of synthetic resin to which dirt is attached. SOLUTION: When a surface treating agent obtained by dispersing an anionic surfactant and an organopolysiloxane having a hydrophilic group in water is applied to the surface of a substrate, the surface of the substrate is made hydrophilic to some extent. Therefore, by applying a photocatalyst coating solution to the surface that has been hydrophilized, a photocatalyst layer having excellent bonding strength to the substrate surface can be obtained.
