abstract (57) [Summary] [Problem] To detoxify oil mixed with PCB, Provided is a method for treating a PCB-contaminated oil that can be incinerated without generating dioxin by reliably depositing chlorine, which is a dioxin-generating substance during decomposition, from the CB-contaminated oil as a salt in a neutralization reaction. SOLUTION: After mixing water and a surfactant into an oil mixed with PCB, the mixture is stirred to form an emulsion, and a hydroxide is mixed with the oil mixed with PCB, and then heated or burned and contained in the PCB. Neutralizes chlorine and hydroxide base.
