PROBLEM TO BE SOLVED: To provide a stable cosmetic and dermatological emulsion containing a fixed amount or more of an electrolyte. SOLUTION: (a) Structural formula embedded image Wherein R is a branched or unbranched alkyl group having from 4 to 24 carbon atoms in an effective amount of one or more surfactants selected from the group consisting of alkyl glucosides. (B) at least one type of aqueous phase in which one or more electrolytes are dissolved, and the ionic strength of the aqueous phase in which the electrolyte is dissolved is at least 0.075 mol / l.
